I just sold my car, and won't be needing the plates anymore as I'm moving out of the country. As everything was done through a PennDOT agent I know that the new owners of the car have re-registered it. I was about to send them in when I noticed that the form provided by PennDOT asks for the 'title number', something I do not have access to anymore as I already threw away all of the documents for the car.

Can I just not surrender them? It's also a pain for me to get to the post office now as I.. do not have a car anymore. I doubt that I can be held liable for anything with the car itself as it has been re-registered, but I do not know if PennDOT will try to fine for not surrendering the plate?
